The Book offers the following:
VSV: Controlled by a signal from the ecm, it supplies the vacuum developed in the intake manifold to the following controls:

VSV Canister Purge
VSV Fuel pressure regulator
VSV Air Control
The item highlighted by the three arrows is the canister purge of the canister purge valve. Based on throttle vacuum, it dumps the fuel vapors to the intake.

 

What does that little "hat" do? Mine fell off somewhere and I think it is gone.

Actually, there are two vacuum switching valves in this car, and I think the other one is what attaches to the canister purge. I could be wrong but that is how the diagram is set up. The one in question connects to the EGR.

I see that now. Looking at the diagram, it's pretty obvious as to functionality of the 2 VSVs.

Yeah, it was really the hat that I was wondering about, because I lost it. If it is just an air filter than that answers my question.

Yup.

Or even use a nylon wire tie, to hold a piece of scotchbrite on it.
