Wiring under Steering Column - 89 Trooper 2.6

Does anyone know what this wiring loom is on my 89' Trooper 2.6. I'm curious as to why it might have been cut and rejoined? It's under the steering column and seems to come from the ignition lock cylinder. There is one wire (white w/ black stripe) that seems to be intentionally severed and not rejoined. I don't notice any issue that might be stemming from this I'm just curious. Plus whatever liquid electrical tape product was used is now sticky and rubs off on my hands and clothes whenever I accidently touch it.

the integrity of the repair appears to be intact, i wouldn't worry about it.

most likely someone had previously tapped onto this wire for a switched ignition source. Perhaps for a stereo, alarm, aux lights, battery isolator etc.
