I checked the valve and it's OK. I decided to go back to square one and check the fuel pressure.
I removed fuel cap, took fuel pump relay out. Then I was going to crank til it stalled but it wouldn't start. Put cap on, relay in, put key in on position. Went quickly to 48 then quickly to 46 then quickly to 42. Started to bleed off and finally rested at 38 after several minutes.

With the engine still cold I started it. It went to 42.

I warmed the engine up for awhile (180deg). With key in on, it went to 36 dropped to 34. Started the engine, went to 35, climbed a little to 36. Did it again, it was around 34-35.

I have it on a 45 deg angle if that matters. I put it in reverse and tried to get out of the driveway. Starting at 34psi it wasn't moving much. Slowly building to 39 but only giving me 1500 rpms. (had it floored) Couldn't get up the hill (isn't the first time). Did it again with similar results but got it 40psi and probably 1700 Rpm and got to the top.

I did a short stint in drive. Pretty much similar. No power low psi.

The fuel regulator I just replaced (with the diaphragm). Removing vacuum hose effects idle, has vacuum and no fuel.

New fuel filter.

Before the two year sit, the fuel pump was replaced. However, during that time the fuel tank ran dry because the line from tank to filter had gotten eaten up.

Is this my fuel pump?

Before the sit, I had a shop "fix" the low power. They replaced the fuel pump. So I thought that couldn't be the issue. Is there something else in the fuel line system that could cause this?

Maybe the muffler is plugged by rodents that made a home inside.

So those fuel pressures are good enough?
I did have rodent remnants (nut shells, debris) in the engine area.

The expected fuel pressure at idle is about 36psi, before the engine is cranked about 40-41psi.
