How does one become a moderator/Staff member? Who do I need to talk to?

I would start by contacting one of the other moderators or staff members directly. Tad I think still has the most clout even though the site is managed by a third party now.

As we were told, the "third party" only manages the technical parts (the server). It seems to be "business as usual" for how the site is run. So your suggestions sound spot on.
