OK, I know, I've been asking a lot of questions, but here's another...

Inside my throttle body, there are 2 sets of butterflies. The bottom ones work with the gas pedal, but just exactly what are the top ones there for? They are attached to the same linkage, but nothing that I can see makes them move. There is a stop on the main throttle that this "secondary" looks as though it's supposed to hit. Mine is about 1/8 inch away, and if I push it until it touches (it's pretty stiff), the idle goes way up, and eventually starts surging. Just thought this might be part of my problem. Any help or info appreciated, as I couldn't find anything in the manual.
