Went to Reduced power mode. When it started I immediately felt it in the pedal response. I can't afford to throw parts, I need t ok figure this out for sure.

P1275 is accelerator pedal position sensor
P1225 is a fault in the electronic throttle control system
P1125 is throttle position/ accelerator pedal communication error

Basically, it sounds like you either have a failed throttle position actuator or accelerator pedal position sensor... could also be a short in the wiring. Note that the 2000-2002 Troopers have drive by wire throttle control rather than a cable.
2000-2002 Trooper use an Electronic Throttle Control (ETC) system. There are 3 Accelerator Position Sensors (APS) attached to the accelerator pedal and 2 Throttle Position Sensors(TPS) attached to the throttle valve linkage. The throttle valve is operated by a DC motor using a control signal generated in the Powertrain Control Module (PCM).

P1275 is an Accelerator Position Sensor (APS) #1 fault. The APS is basically three potentiometers in a single package attached to the accelerator pedal, it sends accelerator pedal position angle signals to the PCM which in turn electrically controls the throttle valve motor. The APS is referenced with +5VDC

P1225 is not a valid 2000-2002 Trooper code

P1125 is Electronic Throttle Control (ETC) system failure code.

It appears you have a defective APS#1

This is the APS assembly.

I feel pretty certain it's The APS from everything I've read plus your answers. But the p1225 came up as "Needle Lift sensor malfunction" basically an error in the TPS as well. I'm sure the APS could be what triggered this but... not a valid code for that year?? I'm having trouble finding a list of codes.
I have a 2000 Trooper Factory Service Manual (FSM) and DTC P1225 is not in the DTC list for this truck.
P1120 TPS 1 Output Circuit Fault
P1125 Electric Throttle Control Limit Performance Mode (Reduced Power Lamp)
P1220 TPS 2 Output Circuit Fault
P1221 TPS 1 – TPS 2 correlation Error
P1271 APS 1– 2 Correlation Error
P1272 APS 2 – 3 Correlation Error
P1273 APS 1 – 3 Correlation Error
P1275 APS 1 Circuit Fault
P1280 APS 2 Circuit Fault
P1285 APS 3 Circuit Fault
P1290 ETC Forced Idle Mode (Reduced Power Lamp)
P1295 Power Management Mode (Reduced Power Lamp)
P1299 ETC Forced Engine Shutdown Mode (Reduced Power Lamp)
P1514 TPS-MAF Correlation Error
P1515 Command - Actual TPS Correlation Error
P1516 Command - Actual TPS Correlation Error

Btw, if you replace the APS you need a Tech 2 scan tool to realign the new APS. The workaround is to make some resistance measurements before removing the defective APS from pedal assembly. Using these resistance readings you can adjust the new APS to the same values when attaching it to the pedal assembly and be close to the correct position.

So I probably should have included that before this I had P0140, I found exposed wires in the harness by the transmission. I didn't think about the two problems being related but I suppose they could be, especially since I delayed fixing the wires. Any thoughts?
P0140 is set if the Bank #1 O2 Sensor #2 signal voltage remains between 400 mV and 500 mV for an extended period of time. This is not related to the Electronic Throttle Control (ETC) system.

It went into reduced power mode after clearing previous codes and now has p0140 and p1125 and p0140 pending

Could this be fuel pump issues? Possibly related to the same wires in this picture?
The "Reduced Power" lamp is illuminated when the Powertrain Control Module (PCM) detects an anomaly in the Electronic Throttle Control (ETC) system. DTC P1125 being set causes the Reduced Power lamp to illuminate. The two throttle position sensors and the 3 accelerator position sensors are referenced with +5 Vdc. There are other sensors that share the same +5 Vdc source. Therefore, if any wires in that bundle involve the +5Vdc and it shorts out to the exhaust pipe that could result in an ETC anomaly causing DTC P1125 to set and force the throttle valve to the idle position.
