You are missing the boot on the new one. The shank on the ball joint is tapered to fit into the spindle. If it went all the way down it wouldn't move in all directions as the ball joint is intended. Without the boot, you won't be able to grease it and it will fail very quickly. Reinstall with the boot, index the cotter pin hole, tighten it down to spec, pin it, grease it, and run it.
The new moog balljoints dont have a traditional boot, just a wiper seal.
