I want to put the grille from an 2004 rodeo on my 2000 rodeo. Is this possible? I noticed from pictures that the 04 rodeo has slightly different headlights, would I need new ones?

If you keep the headlights, you'll have to cut a bit out of the grille and fill abit in the corners. It takes a littel work to make it look right.

What if I get the headlights? Do they fit the 2000 rodeo? Would that make the grille fit better?

If you want a 2004 grille, the cleanest thing to do is get the 2004 headlights also. They fit. That's what I've done on my 98 Rodeo. Check the light electrical connections also - on my 98, the connectors were different, so I had to splice in the updated ones.

this grille will not fit a 2000 Rodeo, the headlights from a 2004 will also not fit a 2000 the holes do not line up.
I am interested in a 2004 grille if you want to sell it,
you can buy an aftermarket grille for a 2000 at certifit.com for $120.50

This is not true. I helped a friend put 2004 headlights and grille on his 2001 and I put his headlight and grille on my 1999. Like jessescott said all I had to do was switch my plugs, but his was a direct swap. I'm sure you've figured this out already though considering it's been like 5 months.
